I think it was part of a three-piece stomacher owned by Q.Victoria, and worn by Q. Alexandra and Q. Mary at their coronations. You can see it in a few pictures in
Amazon.com: Queen's Jewels: LESLIE FIELD: Books 
. The side portions kind of look like wings. There is one picture of QM wearing the two side portions togethor and using another brooch as a drop pendant. QEQM wore only the center portion (the giant starburst brooch) at her coronation, although it's not visible in the one picture they included of her at that time.
