IIRC they are all personal titles, granted for life.

But the King can grant hereditary titles as well? Didn't Mathilde's father and brother get elevated to counts before her marriage to Philippe?

Yes, the King can create hereditary titles. King Albert II indeed did for Mathilde's father and uncles, whom were granted the heriditary title of Count d'Udekem d'Acoz, for themselves and their descendants.
More recently, as an example, in 2014 King Philippe conferred the hereditary title of Count to Baron Paul Buysse.

This annual reception got a nice upgrade this year. The new nobles are now received in front of the seated audience in the mirror room, music was added, … Looks much more like a ceremony and not just like a reception and the changes compared to previous years make it much more special and festive for all persons involved.
