Well if she marries, she'll lose the title of Queen and with it, the little bit of influence she has left in the Royal Family. Especially now when her son is no longer CP.

I don't know how much the rumors are true, but I guess QN knows perfectly what is more important to her and her own children. To me that counts more in her decisions than to consider the little influence she has in the JRF.
