I understand what you mean. But I dont think it would be fair to compare Rania now with Queen Noor 20 years ago. With Rania every one knows what and who she is wearing because of the ease of communication, the media, and forums like this one where people who dont even live in Jordan or the ME know which designer shoes, jacket, gown etc. she's wearing.
Also, we dont have as many pictures of Noor from her early days as we have of Rania. But the ones I have seen of her from the early 80s show her wearing the trendiest couture suits, hats, gowns. Ofcourse as she was criticized for the money she spent on clothes, Noor toned things down dramatically.
