In general a lady does not wear a hat in her own house, but -like Queen Beatrix did- for the welcoming ceremony outside at the Palace Cour, a hat was worn.
Usually in the evening a banquet is given but here the Greek guests were offered a lunch, so this was a day event. Maybe Queen Máxima, escorting the guests to the Gallery Chamber of Noordeinde Palace, forgot to remove her hat.
