So, scarves and cowls (that can be slipped up or off) or fascinators don't cause that issue. But hats do.
That helps me understand the hat choices some of the royals make.

I'm sure it's true that shooting scenes after wearing something like a cloche hat would cause problems with flat hair. However, royals don't usually have occasions where they wear a hat and then have to remove it at a lunch or something at the same engagement. I'm sure Camilla opted for a nice warm scarf for practical reasons as airports can be quite cold and windy.

Royals usually have multiple engagements a day. One might require a hat/fascinator, then an hour or two later they might have a casual dress engagement. There is not always time to visit a hairdresser multiple times in one day. So many times a fascinator is more practical, even if royal watchers like to ordain that hats are a must.

Court Circular
15th March, 2016

The Prince of Wales and The Duchess of Cornwall today carried out the following engagements in Croatia.

Their Royal Highnesses this morning visited a Cultural Heritage Festival at Osijek Trvda.

The Prince of Wales this afternoon attended a discussion on inter-faith relations in Slavonia at the Archaeological Museum, Osijek Trvda.

His Royal Highness afterwards met representatives of Osijek’s Software City and local businesses at the Archaeological Museum.

The Prince of Wales and The Duchess of Cornwall subsequently met local community leaders, and schoolchildren and representatives involved in a regional peacebuilding and reconciliation initiative, at the Archaeological Museum.

Their Royal Highnesses afterwards visited Osijek Cathedral.

The Prince of Wales later visited Kopacki Wetlands, Osijek.

His Royal Highness, Vice Patron, the British Council, this evening attended a Reception at the Museum of Arts and Crafts, Zagreb, to celebrate the Seventieth Anniversary of the British Council in Croatia.

The Duchess of Cornwall this afternoon met support workers and mentors involved in post-conflict counselling for victims of sexual violence, at the Archaeological Museum.

Her Royal Highness later visited Dakovo State Stud Farm, Osijek.

The reason I've highlighted that particular event is that there has been some discussion across a number of threads about the BRF giving their support on the subject of sexual violence. Camilla has championed this for some time, and is obviously wanted to support those affected in other countries as well.

I didn't know anything about this tour until now. I suppose our media doesn't report a lot about Charles and Camilla. Now they are in Belgrade. Interesting.

I am amazed at the amount these 2 a putting into each stage of the visit. Today 10 engagements for Charles and 8 for Camilla. Again, she is speaking about the issues of domestic abuse and rape.

CC 16th March

The Prince of Wales and The Duchess of Cornwall this morning departed from Croatia for Serbia and were received upon arrival in Belgrade by Her Majesty’s Ambassador to the Republic of Serbia (His Excellency Mr Denis Keefe).

Their Royal Highnesses were received by The President of the Republic of Serbia and Mrs Nikolic.

The Prince of Wales and The Duchess of Cornwall, with The President and Mrs Nikolić, afterwards laid a wreath at the Memorial Crypt of the Belgrade Defenders, Belgrade New Cemetery, Belgrade.

Their Royal Highnesses, with The President of the Republic of Serbia and Mrs Nikolic, subsequently laid a wreath at the Commonwealth War Graves Cemetery, Belgrade.

The Prince of Wales and The Duchess of Cornwall visited Kalmejdan Fortress.

The Prince of Wales later attended an inter-faith dialogue at Princess Ljublica’s Residence, Belgrade.

His Royal Highness subsequently called upon the Archbishop of Pec, Metropolitan of Belgrade-Karlovci and Patriarch of the Serbian Orthodox Church (His Holiness Patriarch Irinej Gavrilovic of Serbia).

The Prince of Wales visited St Sava Cathedral.

His Royal Highness, Vice-Patron, the British Council, visited Nova Iskra Entrepreneurship Hub.

The Prince of Wales called upon The Crown Prince of Serbia and Princess Katherine of Serbia at the Royal Palace.

The Prince of Wales and The Duchess of Cornwall this evening attended a Gala Dinner at Dom Garde given by the Prime Minister of the Republic of Serbia (Mr Aleksandar Vucic).

The Duchess of Cornwall this afternoon visited Zvecanska Children’s Home, Belgrade.

Her Royal Highness afterwards visited Atina and met survivors of rape and domestic abuse.
