i am surprised the mods have had no issues with this speculation, which is pretty much what it is. ive seen the mods being very critical about speculations of other royals. so, i fail to understand the reason the same standard has not been applied to an unconfirmed rumour from a magazine.

Probably because announcements from other royal families come with official notice. Whereas we don't know of this engagement would be announced. Andrea does not have a title and is only related to the Princely family.

While they may not make an official announcement about the engagement of a non-princely members of the family I imagine Caroline would issue a denial if it were untrue. Andrea is a commoner/private citizen so no need for anything official.
Even in Rainiers day did they ever make announcements about Antoinette and her non-princely family?

Congratulations to the couple if it's true! I can see it being true since Andrea is not titled and is a private citizen, the family may have made the decision to keep the engagement and wedding private and not an official matter.

I find it a little bit strange, that CP Caroline give this statement via NiceMatin... we all know, how CP Caroline about media thinks. It will be more better, if the Palace write this, he is also member of this family (and her mother is on the official page, so I don't understand why can't she write this news there...?) So are you really sure, that this is true? I am not...

Well her public identity for the last 7 years has been as Andrea's grilfriend so I can see no good reason why she would not finally become Tatiana Casiraghi. Why not go from using her fathers surname to using her husbands and presumably any future childrens surname.
