Is anybody know what the ceremony is ? The red dress that the little girl wore is really like CP Princess Sarah wore in her wedding ceremony.

That 'dress' is Brunei traditional costume or called 'Pakaian Brunei'. Yes, it is the same costume any Brunei bride (including Princess Sarah) wears during the 'Berbedak' ceremony. In this particular case, the ceremony is called 'Menghantar Tanda DiRaja'. I guess it's like the sending of royal dowry. The girl, fully attired, is one of items in the dowry (I guess a very long time ago, the girl would be the present of the groom to the royal bride, where she will stay in the palace with the princess) But now in the modern time, she is just a symbol to fulfil the royal tradition.
Btw, please refer to the website below for details of the royal wedding including the explanations of the ceremonies:

Congratulations to the newly wedded couple. May your marriage be blessed with love, joy and happiness. Princess Hajah Majeedah Nuurul Bulqiah is a down to earth person and she is doing great works in Brunei. It is just natural that she finds love with Pengiran Khairul Khalil as he is a nice guy as well. Congatulations once again and I wish you both the utmost happiness in your marriage.

Aynone notice that at the "berbedak" ceremony, 3 of HM's princessess, namely; PAP Muta Wakillah, PAP Azeemah and PAP Fadhillah weren't there. They normallly present at official function, I wonder why??? Any idea Dang Ayah? Hope to see them at reception.

You still can. It's enough to register which is super easy and free. You have to create an username and password and then add your e-mail. That's all.
