As far as I can see, the first annual reception (January 13) was held for the diplomatic corps. What about the second one (January 15)?

It's been a reception for representatives of the NATO,
Jaap de Hoop Scheffer, NATO Secretary General,
members of the NATO International Secretariat and
military representatives of the NATO have been present.

Thanks for informatio! NATO reception makes sense because the above organization's headquarters are in Brussels.
