We can be sure about that.
And a large turnout from Luxembourg (the late Grand Duchess Joséphine-Charlotte was a sister-in-law to Queen Fabiola) and from the northern neighbour, the Netherlands.

My expectations:

The King of Spain
Queen Letizia
King Juan Carlos
Queen Sofía

The Grand Duke of Luxembourg (nephew)
Grand Duchess María Teresa
Grand Duke Jean (brother-in-law)
Hereditary Grand Duke Guillaume

From Britain, I expect to see HRH the Prince of Wales and HRH The Duchess of Cornwall representing HM the Queen.

Wonder if they consider to hold the funeral on 15. December that day she became Queen of the Belgians in 1960.

King Harald of Norway was a 1st cousin of the late Baudouin through their two mothers, who were born Swedish princesses, so I think there may well be some royal representatives from Sweden and Norway at the funeral.

The Madrid Memorial Mass for the late Duchess of Alba is taking place on that date and the SRF are expected to attend that,so I hope they pick another date.

Yes Her Majesty did attend the funeral of King Baudouin in 1993,I doubt however we'll see QEII at Queen Fabiola's funeral and the BRF could be represented by the Prince of Wales and Duchess of Cornwall.

Prince Laurent was everything what Queen Fabiola was not. Indeed, Don Jaime and Prince Laurent have surprisingly a lot in common... both were lightweight fools with no idea about how to make a life. Prince Laurent is totally dependent on the strength and wisdom of his formidable wife, Claire.

My guess is that we will see mainly the older generation from the reigning Royals like Princess Beatrix, King Juan Carlos and Queen Sofia etc.
We can probably expect a large turnout of former reigning Royals like the Orleans, Bonapartes, plenty of Habsburg, the Savoys, the bavarian Royals etc.
