NY MET Museum lauds Kuwait''s Sheikha Hussa Al-Sabah - 04/12/2011
Emily K. Rafferty lauded here the efforts by Director General of Kuwait's Dar Al-Athar Al-Islamiyyah (DAI) Sheikha Hussah Al-Sabah for her efforts within the cultural domain, a statement by DAI said Sunday.
The DAI statement indicated that Rafferty congratulated Sheikha Hussah on receiving honorary membership in the MET's Museum Board of trustees back in September, making her the only female member from the Middle East to join.
Sheikh Hussah would gain a chance to work with influential figures at the board, said Rafferty who wished the Kuwaiti official all the success in future endeavors.

A Kuwaiti former oil minister and senior member of the Al-Sabah ruling family, Sheikh Saud Nasser al-Sabah, has died after a long battle with cancer, said the royal court. He was 68.Sheikh Saud died late on Saturday night in a Kuwaiti hospital, the court said in a statement.

Hi, I don't know many things, but I'll try to answer.
Maybe she is "Nouf", and not "Noub".
Wikipedia stays that she is the daughter of current ruler:
