If you were Sheikh Khalifa, which would you prefer: To be invited to take tea with the Prince of Wales at Clarence House and be treated to the best hospitality you'll ever get, or to be invited to take tea with the Prince of Wales only for his staff to tell you the next day "by the way, can you supply the tea and...erm...the venue"?
It would be be inappropriate and greatly lacking in protocol for the Prince of Wales to go to an hotel and have everyone sitting around struggling with an electric kettle and trying to get into a packet of two Highland Shorties to dunk in their cuppa!

It was a very low key State Luncheon with only four members of the BRF in attendance - The Queen, Philip, Andrew and Edward.

It was definitely a State Luncheon as the PM and all members of the Cabinet attended along with the entire suite of the President.

A 'State' occasion doesn't mean that the royal family attend but that the government is involved along with the monarch and hence this was a State Luncheon.

Hardly inappropriate. In fact it is pretty usual for visiting heads of state to call at Clarence House during their visits to the UK. They did the same thing when the Queen Mother was alive.
