Does anyone know who took this photograph and when?

I've seen this one before - when she was an model? Looks like late 1930s/early 40s

This image was used by many papers when she died. She was beautiful
 
Bertil Ternert told to Aftonbladet, that Chris O'Neill will not attend at Lilian's memorial service on Sunday. According to Ternert there is nothing strange in it. The Royal Family knew Princess Lilian for a long time and stood near her. Chris did not have the same relationship with the princess.
Another reason that Chris O'Neill remains at home in New York is that he comes to Sweden next weekend in conjunction with the celebration of the King's 40 years on the throne. Two trips Sweden in two weeks is too much for him, he can not go back and forth, says Ternert.

Six Royals and 007: Memorial Service for Princess Lilian

2. The whole of the immediate Swedish Royal Family attended the service, to celebrate the life of the woman from Wales, who married the King’s uncle and died in March, aged 96.
3. Recollections of her life were given by her god-daughter, by a former Palace official who wrote a book with her and by Sir Roger Moore, a friend over many years. The Crown Princess, a local parishioner and I read poems of love and friendship.
4. Young musicians played and sung Charles Trenet’s La Mer, written in 1943 the year Lilian met Prince Bertil, and celebrating the Mediterranean where they lived for many years.
5. The organist played Handel’s arrivial of the Queen of Sheba as a tribute to Lilian’s sense of humour. When her future husband had introduced himself in a London night club, saying “I’m Prince Bertil of Sweden”, the young fashion model had replied “and I’m the Queen of Sheba!”.”

Princess Lilian distributed large parts of her property - but not all. In her will made in 2006, she wrote that she wanted that Victoria, Carl Philip and Madeleine would receive a share of what remained after the named relatives and friends received their due. In total there are about 30 million SEK that Victoria, Carl Philip and Madeleine will share.
Heirs Janice Rees and Sonja Roberts in Wales, both sisters of the Princess Lilian, got nothing. They have approved the testament, they have never had any real contact, said lawyer Eric Ager who handled the estate inventory.
Total assets at Lilian's death to more than 55 million. But after taxes, the funeral costs and other expenses paid, there were 53.8 million SEK left.
The apartment in Mayfair, Central London Lilian wanted to give to her cousin's daughter Christine Robinson (former Beaumond and Bajjali). She has lived in the apartment - valued at just over 15 million - for more than 15 years and has known that she would get it, she says to Expressen.
Christine Robinson says that she understands she is completely unknown to the Swedish people and that it has never been known how much they meant to each other.

No. That interests me too. I was even thinking if there is a mistake (that it is only one tiara/diadem), but at the Expressen's article it is written like there is two items for Victoria...

this is a bit of mystery but perhaps Victoria will choose to wear this unknown tiara next month, she is gonna to attend 3 tiara events so there might an appearance
