Sadly, I think they are, indeed.
But in this case, I think that either image of Felipe would have been quite unflattering for him. The one of him greeting the woman has been as well, but I think that nowadays, is more desirable that people sees him as a bit "dumb", rather than selfish or prepotent

To be honest I think the woman looks like any other well wisher and I'd have shaken her hand myself. Just because someone holds their hand out it cannot he assumed they're after money unless they specifically ask for any spare change. I wonder how many journalists from the Telegraph hand out change to people who ask on the street...not many I bet!

She appears to be lined up outside the door with other people in the line... If I were the Prince, I'd think she was part of the receiving line unless I heard differently. And with so much going on - cameras flashing, ten different things requiring your attention - I'm not sure a soft-spoken request for alms could be heard, or if heard, registered, until too late. You develop a handshaking autopilot, surely.

I haven't seen much criticism from the Spanish press. If the Telegraph is interested at some quotes from the websites, I'm sure there are plenty of them on their own royals on the internet.
