Yes, it is a cane, probably it is the cane of the rector of the University who yields it to the King during the act, how symbol that the one who gives the orders, the one who presides at the act is the King.
The same thing happens when he visits for example a town hall of some city, the cane of control is delivered him, because the King is the honorary mayor of the cities and villages of Spain.
It is a symbol of power.

Wow, the King and Queen are having a hectic schedule! They have been traveling abroad very often since the beginning of the year.

I guess they can't wait for the summer to come and so they'll be free to spend their time at leisure in Majorca.

His Majesty the King has received in hearing Mr Ricardo Lagos Escobar, President of the Club of Madrid and Ex-president of the Republic of Chile, on the occasion of his first trip to Spain as new President of the Club of Madrid to preside at a meeting of Executive Committee.
Mr. Lagos came to the Palace of The Zarzuela accompanied by Mr Diego Hidalgo Schnur, President of the Foundation for the International Relations and the Exterior Dialogue and member of the Executive Committee of the Club of Madrid.
Last March 27, during the celebration in Stockholm of the previous meeting of the Club of Madrid, there assumed the Presidency Mr Ricardo Lagos, relieving in the cargo Mr Fernando Henrique Cardoso, cargo that he will show for two years.
