Opening of the Xth Legislature. December 2011.
On November 20 Spain held general elections.
During December, the King will receive in audience the new president of Congress, the Senate president and representatives of political groups. Also he will preside the swearing of new government.
Finally the Royal Family will preside the solemn opening of the legislature.

I saw a report about this on Euronews last night. I take it no date in December has been set yet?

The calendar is not closed, but today they have announced that on the 22nd there will be new President, so probably the week after Christmas.

Formation of Parliament.
From the 13th of December, the King will receive the President of Congress, the President of the Senate and the representatives of political groups at Zarzuela Palace
December 21
The new President sworn and tells the King the new government at Zarzuela Palace
December 22
Government ministers swear at Zarzuela Palace
December 26 or 27 (the date is not closed)

New government must be formed, relevant ministers elected to the individual ministries, prime minister must prepare an action plan, especially important during hard economical times in Spain. It wasn't that long, elections - November 2011, meeting with government - December 13. Mr. Rajoy is not yet established as PM.
