Shouldn't the Portuguese spelling be Filipe instead of Felipe ?

Or did you use Felipe because Filipe I, Filipe II and Filipe III of Portugal also happen to be Felipe II, Felipe III and Felipe IV of Spain ?

Even if the official declaration of independence was issued by her son, considering that Queen Teresa was the monarch responsible for the adoption of the title of Queen/King and the effective independence of Portugal, it would seem natural in my opinion to include her.

Exactly because they were Spanish, I wrote that way. But in Portuguese one can also write Felipe.

I know that, in Brazil for example, the spelling "Felipe" is now far more common for young boys than "Filipe", maybe due to Spanish influence. To make matters worse, in standard Brazilian Portuguese, the first "e" in "Felipe" is actually pronounced /i/ so there is really no difference in pronunciation whether you write "Felipe" or "Filipe".

If Queen Teresa is included, would she be considered a Queen Regnant?

She was. She and her husband (before his death) reigned jointly as the Count and Countess of Portugal. She proclaimed herself Queen of Portugal from then on and was recognized by Pope Paschal II after defending Coimbra. However, in 1121, she was captured and was made a vassal of her half-sister Queen Urraca of León, Castile, and Galicia and eventually was deposed after a short civil war and died in 1130.

Although it was her son Afonso I of Portugal (the considered founder of Portuguese monarchy) who would eventually lead Portugal into becoming a fully independent nation.
