Are you sure they used new sapphires for the Mellerio sapphire parure? I believe when the poster posted this on the RJWMB it was said that in one of the books on Dutch royal jewels (Brus?) it was said that they went to Willem III. The only other possibility is that they went to GD Sophie as Hendriks widow didn´t inherit anything (not even when her father went to The Hague to reason with the King). But didn´t Sophie already inherit other coloured stones from her brother, rubies I believe?

Did Emma add anything to the collection on her own account or the only pieces she added were those that were given to her by her husband?

Default O-N Sapphires and other bits (of information)

I wasn't saying they bought new sapphires necessarily but the stones do not make a match - at all. So they either bought new ones or they used other sapphires that were in their posession. Also I do not think that Brus actually stated that the sapphires used in the Mellerio sapphire tiara came from the discussed parure. My point still is the size and shape of the sapphires in the Mellerio Sapphire tiara do not match Queen Anna Paulowna's sapphire parure - at all. As I wrote the only sapphires that seem to match are the large oval one set in the large bow brooch that is now part of the Sapphire tiara, the large square sapphire that is set in the center part of the Mellerio tiara and lastly a square sapphire that is set in an other sapphire bow brooch. All the other large square, rectangualr and oval sapphires from Anna Paulowna's parure seem to have gone missing....... But then again we do not know if the drawing presented the actual parure of Anna Paulowna. For instance many of the drawings in the Brus book were design drawings not always the drawings of the end-result. And then there's such a thing as an artists impression. This could of course be the case here as well.
Apart from the above, Brus, although the only one who ever wrote a comprehensive study of the O-N jewels he (at least as I have understood it) was never granted full access to the royal archives and did not write the book with Her Majesty's blessing so he might not have had all the information when writing the book. Recently Els Smit from Vorsten has already pointed out that the provenance of several pieces is actually different from what Brus has stated.

Your question about Emma: I don't have any information about which jewels shemight have added herself. I do believe she received some gifts for her wedding. She did not carry a trousseau ful of jewels like Anna Paulowna when she came to Holland that's for sure!
