It is the base of Queen Anna's drop pearl tiara. She also wore the tiara in Oslo, for the wedding of Haakon and Mette-Marit. The Queen usually wears the tiara with 7 upstanding pearls. More information on John's excellent site.

No, that diademe is much more elaborate & has never been worn by Maxima (yet). Click on this link to see the tiara (from Johns wonderfull site again): Wurttemberg Pearl Tiara.

Are the South Sea pearl earrings and necklace she wore on Friday to the Sydney Opera House new? I don't recall seeing them before.

The earrings were worn before by the Princess and I think the black pearls are a loan from Her Majesty. I have seen the Queen with these black pearls quite regularly.
