In 1415 Ceuta was occupied by John I of Portugal, in 1580 the crowns of Portugal and Spain were united so it became part of the Spanish empire too. After Portugal became independant from Spain, Ceuta sided with Spain and in 1668 Alphonso VI of Portugal ceded the city to Carlos II of Spain.

Melilla was conquered in 1497 by the 3rd Duke lof Medina Sidonia and became part of the crown of Castille.

Neither city was ever Maroccan as Marocco didn´t exsist yet, the belonged to the Kingdom of Fez.

King Juan Carlos of Spain is to pay a controversial visit to two Spanish-held enclaves on the tip of North Africa for the first time in his 32-year reign. Morocco considers the enclaves of Ceuta and Melilla to be occupied Moroccan territory and recalled its ambassador to Spain in protest at the visit

They received a wonderful reception from the Ceutis. And yes, The Queen is indeed very elegant.

No ,it was during role of Al-andalus,Al-moravids and AL-mohads brfore spain .
and there was many attemps from morocco to restore the city like MAWLAY ISMAIL
you are right Marocco didn´t exsist yet, but there was other kingdoms
