If the Queen had had a stroke, we would have been told. As you say, her voice is likely to be a little distorted if she's taking medication - high doses that is. The Queen will open Parliament with full regalia. It's her style.

By tradition, Elizabeth will open a new, year-long session of Parliament by reading to the members of the combined houses of Commons and Lords the "Queen's Speech." I particularly like this part. Quote:

Queen puts security at heart of speech The Queen has today focused on home security and law and order in her speech to officially open parliament. In a government speech that was heavily trailed, the Queen announced 26 bills, many of which were concerned with security and crime, although there was no mention of a specific new terrorism bill.
