Foreign and Commonwealth Office do it also. The Queen can't change list without Foreign and Commonwealth Office.
I think you may be talking about the actual guest list but I'm talking about the attendance of the British royals. I think if some of the senior members of the royal family's schedules are clear, she invite or asks who would like to attend in advance. The usual royals who attend are, Charles & Camilla, the Wessex's, Gloucester's and Kent's. I'm just saying wondering when the Cambridge's will start attending? Not that it matters much because we hardly get any good pictures and video of the State event, which is very much a sad case, IMO.

It always seemed to me to be a strange brew of all of these things so not easy (at least for me) to work out who would, opposed to who could, attend.
I also think the Queen is well aware that If they attend, it sorta becomes the Will and Kate first state dinner, instead of a dinner to host a foreign dignitary. There is almost no photo coverage of the attendees at these events - which would mean a great hue and cry over not being able to see what Kate wore.
I remember one of the last tiara dinners Sophie attended. People were losing it because we could not see her dress/tiara well. Just imagine what would happen if we could not ID Kate's shoes. The world would quit spinning on its axis.
I've said elsewhere that I think the Queen understands the value to a family of being able to stay home with the kiddies (as she was not able to do). I think she knows how many children W and K want to have and over what period of time and she has adjusted her requirements from the pair accordingly to fit the growing family.
I think she's a wise great grandma. And I am off topic AGAIN!

I don't think The Queen care about the coverage William & Catherine would be getting. They will have to attend at some point but they haven't done so, even before George was born. I just think it would be great to see William & Catherine attend a State Banquet for once, even if we don't get any pictures. I think the official YouTube site uploads the speeches.

Judging by who the usual suspects are that attend the state dinners, they're all first- or second-generation Royals. William (and Kate) are third-generation Royals. That may play into whether or not they're invited to attend. Just guessing...

Maybe they should do a black tie/tiara dinner in Australia or New Zealand so it gets the first one out of the way instead stealing what little coverage of a UK state dinner. Those state dinners during the South Asian tour were the weirdest thing with the ladies in gowns but the guys in regular suits.

William, his brother, and the Yorks are a rarity in that they're adult third generation royals though. In Europe pretty much all other third generation royals are more the age of the Wessexes or George. The second generation royals are often closer in age to William than his father.

Absolutely right, an interesting situation. On the other hand, they have more people than any other European Royal Household to bring enough Royals to Charity and other events (maybe except the Netherlands, with the extended RF).
Not too bad either

If they did attend the event, all the press would focus on is Kate's dress and not the event or the reason behind it.

The royals can't help with the media will write but that shouldn't stop the Cambridge's from attending very important events like the Festival of Remembrance and even State Banquets. I also think it's a shame that they don't attend these kind of events.

The royal couple and their aides can no longer use the excuses of them not attending important events like this because of their military life back in Anglesey and we know they have a nanny for George.

I would imagine attendance at such an event would be at the invite of the Queen. I'd also wager a box of donuts that if the Queen had invited the Cambridges to be there, they most certainly would be. Granny just has to ask first. We can't assume that they're not at the Festival because they don't want to be or had other plans or they can't find a babysitter. I don't think they can just decide they want to go and show up.

If that's the case, then I think The Queen should start asking and inviting the Cambridge's. I think The Queen is just used to inviting the same people to these important events over and over again.

From how it appears to me, she attends with her husband and her children and spouses and perhaps her cousins. I can't remember exactly who usually goes to the state banquets and this festival but I can remember thinking that these are the people that are out there working to represent her.

Perhaps these invites to an affair that is more "glamorous" or more on a family social level is her way of recognizing all they do for the Firm. I'm not the Queen so I don't know. For all we know, she may feel that if she invites William and Kate, she'd also have to extend invitations to her other grandchildren. Although William will inherit the throne some day barring any unfortunate circumstances, I think at this time he's really a novice in the Firm with a long way to go and a lot to learn.

His time will come hopefully later rather than sooner.

Why are people treating William as Heir Apparent? When he is not. When he is Heir Apparent he will be attending these. Until otherwise he will not be attending.

Well i think peopleare only treating him like that as he nowdoesn't have a job, when he did the public and even the media to an extent left William to get on with it.
I think saying if William attends the other grandchildren will have to be invited it a bit off as it was only the Cambrigdes and Harry invited onto the balcony at teh Jubilee.

This is what William said last year in a interview during The Queen Diamond Jubilee "What Granny says goes and She always get the last Word"

Obviously the Queen did not invite William and Catherine or told them they had to go because if she did then they would attending. I am sure the Queen will eventually tell them they have to attend and they will.

Exactly, if he's still going to be missing major events like the Festival of Remembrance then he might as well have stayed in the military for a few more years.
