No, it´s not an order (you might have noticed average, commoner norwegians wearing it for the national day, too). It´s some sort of a "festive bow" in the national colours of Norway (red, white and blue are the colours of freedom) many norwegians wear every 17th of may each year.
It will be worn on the left side because the heart is located in the left side of the human body.
In the old days it was often decorated with added rosettes and an image of the King (don´t know if this is done sometimes still today).

It is a family I do not know much about. The clothes are cool. It's a strange looking dog, lol, cool looking though, what kind is it? Lol, bad behavior. I cannot read the language and have no idea what the article is about, but I see a few children who want to be elsewhere learning, but are enjoying the public, but wanna go learn. How is that bad behavior? They are children,even royal ones, wanna do what they wanna do, are children like anyone else's, are not perfect children but to their parents like anyone else who is a parent their child is perfect, their children and there are no bad children only poor decisions or unguided actions that can lead to consequence. What did the article sum up?
