Someone knows this person in the picture it says is Carlo Bourbon Parma (medical surgeon), brother of Roberto and Paola? "And also claims to be part of this royal family?!

Bourbon is a noble family (as is Parma, I believe). However, lots of people are descendants of noble families, but have not actually inherited titles.
