She is Lena Philipsson. Her leg is a little big high but I guess that was part of her performance.

I guess it's because it's Victoria's birthday so she wears the traditional costume (I don't think it's a national costume, maybe a county one?) Perhaps Queen Silvia wears one because she is Queen? All the royal ladies, however, do wear the national costume for National Day on June 6.

Victoria looks wonderful, but homegirl needs to change her look a little. She's almost 30 and if you didn't know better, you'd think she was barely in her 20s.

You´re right, its the costume for the island of Öland, "Ölandsdräkten". Victoria started wearing it when she turned 15 I belive. Madeleine has never worn it and the King and Carl Philip do not use traditional costumes at all
Carl Philip did once or twice when he was little but then he stoped... perhaps he refused to wear it

so it was 5 years she had a big birthday party with many royal guests
Märtha Louise had one when she turned 30 to bad we do not get to see that
