Her Majesty,Queen Elizabeth during her visit to the new Wolferton Pumping Station, King's Lynn, in Norfolk earlier today.

The Queen this morning opened the new Wolferton Pumping Station, King’s Lynn, Norfolk, and was received by the Land Agent of the Sandringham Estate (Mr Edward Parsons), Mr Brian Long (Chairman, King’s Lynn Drainage Board) and Mr Philip Camamile (Chief Executive).

Her Majesty, having been briefed on the reconstruction project and pump operations, viewed a demonstration of machinery and a display of historical items in the Control Room and met engineers, suppliers and members of staff.

Sir Michael Oswald was received by The Queen this evening when Her Majesty invested him with the Insignia of a Knight Grand Cross of the Royal Victorian Order.

The Queen held a Council at 5.30pm.

There were present: the Rt Hon Jacob Rees-Mogg, MP (Lord President), the Rt Hon Priti Patel, MP (Secretary of State for the Home Department), the Rt Hon Alok Sharma, MP (Secretary of State for International Development) and the Rt Hon Gavin Williamson, MP (Secretary of State for Education).

The Rt Hon Michael Ellis, MP, the Rt Hon Sir Bernard McCloskey, the Rt Hon Jesse Norman, MP, and the Rt Hon Valerie Vaz, MP, were sworn in as members of Her Majesty’s Privy Council.

The Rt Hon Sir Richard Arnold and the Rt Hon Dame Ingrid Simler made affirmation as members of Her Majesty’s Most Honourable Privy Council.
Mr Richard Tilbrook was in attendance as Clerk of the Council.

The Rt Hon Jacob Rees-Mogg, MP, had an audience of Her Majesty before the Council.

His Excellency Mr Abderrahmane Benguerrah was received in audience by The Queen today and presented the Letters of Recall of his predecessor and his own Letters of Credence as Ambassador from the People’s Democratic Republic of Algeria to the Court of St James’s.
Mrs Benguerrah was also received by Her Majesty.

His Excellency Mr Andrei Kelin was received in audience by The Queen and presented the Letters of Recall of his predecessor and his own Letters of Credence as Ambassador from the Russian Federation to the Court of St James’s.

The Queen this morning opened the Royal National Ear, Nose and Throat and Eastman Dental Hospitals, University College London Hospitals NHS Foundation Trust, 47-49 Huntley Street, London WC1, and was received by Her Majesty’s Lord-Lieutenant of Greater London (Sir Kenneth Olisa), the Chairman of the Trust (the Baroness Neuberger), Professor Marcel Levi (Chief Executive) and the Mayor of the London Borough of Camden (Councillor Maryam Eslamdoust).

Her Majesty, escorted by the Chief Executive, visited the Auditory Implant Centre, viewing a timeline display of the history of the Hospitals and demonstrations of a cochlear implant and a rotatory chair, and meeting clinicians and patients.

The Queen viewed the Dental Bay and a demonstration of equipment on the Adult Dental Treatment Floor, and met patients and members of staff.

Her Majesty subsequently visited the Paediatric Dental and Ear, Nose and Throat Floor, viewing the treatment area and meeting groups of patients who have benefited from the Hospitals’ care and their families.

The Queen held a Council at 5.30pm.

Apparently HM wore gloves for the first time at an investiture as a precaution again the current coronavirus outbreak. A sensible precaution IMO.

Could the Queen's and other RF members' agenda be altered due to the novel coronavirus threat ? If there is a full-blown outbreak as the British government is now predicting based on scientific advice, I suppose preserving the Royal Family, especially the sovereign and the direct line to the throne, should be one of the priorities in the contingency plans, shouldn't it ?


On the other hand, like during World War II, I am pretty sure the Queen and her family don't want to be seen as "abandoning the people" in a moment of crisis, especially if there are widespread fatalities , shortages of food and other supplies, and other major disruptions to daily life. I suppose they will want to mantain the same "keep calm and carry on" attitude which King George VI and Queen Elizabeth were famous for during the war.

Personally, I feel comparing it to the war is a bit of a stretch at this stage. In the U.K. over 13 thousand people have been tested, 40 people have tested positive. Changing routine of the royal family would only cause undue panic unnecessarily. For precautionary sake it would be for The Queen and Prince Philip to remain out of the public eye considering its affect on the older generation.
 
I suspect, if things get a bit worse as predicted, that the RF's duties will be affected in some way. Not necessarily through their own wish but if 'social distancing' measures are put in place this may affect some of the events Royals would usually attend (award ceremonies, large church services etc). This may even start to apply to receptions in Buckingham Palace and other royal residences, maybe even investitures and visits to hospitals may have to be cancelled if there are pressures on the NHS and hospitals, a royal appearing in the middle of it all is unlikely to be helpful.

I suspect even if this is the case the RF won't simply disappear, as you say the RF and HM know their role is to keep up public calm. They will keep to the engagements they can, especially those with smaller numbers of people, with social media and the internet etc they don't have to meet large crowds to be seen.

That said, I can HM being advised to cancel or postpone some engagements, the risk if she becomes ill are too high with her age, she may well spend longer at Windsor or even elsewhere (Sandringham with Philip or Balmoral in the smaller house maybe). Compare with, for example, William and Kate who are younger and more likely to fight anything off. It all just depends how bad it gets but I think the worse the situation i.e. if cities are lockdown, schools closed etc, I suspect we will be hearing a lot from the RF in some way to keep up the "Keep Calm and Carry On" attitude of past.
 
I'm sure that those that really know and are watching the development of the spread of this virus will also be the ones to suggest implementation of precautions as they become necessary. Some places are already limiting public gatherings to prevent a possible spread.

The Queen wearing gloves during the investiture is not only a smart precaution that she is taking but it also sends the message not to panic, continue on with life but take precautions. The last thing needed in this kind of a situation is panic.
