Princess Astrid or Princess Märtha Louise aren't mentioned... so they'll probably won't attend.  I keep my fingers crossed to see them as well.
It would be a bit weird to have foreign Royal Guests (Margrethe and Victoria), but the own Royal stay away from the event. 
Does anyone know what kind of dresses we can expect?
Will it be a black-tie and galadresses event?

I presume we're in the same category as the
opening of the 1905-2005 anniversary, at Drammen theatre, (only without the historical aspect) where the gentlemen were in black-tie, and the women in long dresses.
